Paint Engine gives an almost infinite number of artistic effects to apply to your image. You can change stroke length, brush direction, angle, intensity on the push and pull strokes, and lighten and darken them.
There are presets, but even these you can tweak. For this picture I have used the dark oil preset, but I reduced the amount of the effect from the preset value of 1.34 to .87.

These images from Paint Engine show you just a tiny sample of what is possible with this plugin, and they are all an improvement on the boring fuzzy photo.
