The first tool I am going to use in Paint Shop Pro is the artistic brush stroke effect.

This is how I set it up - but you will see that there are a range of presets you can use, and you can tinker with the values to get completely different effects

The poor focus on the photo does not matter at all any more. But we can improve this more by using some lighting. I used only two lights, and the illustrations below show how I set them up. Again, play with the lights, use more or less, experiment with light colours, direction and intensity. And try out the darkness setting. Often the lights will seem too bright and harsh, and the darkness and intensity settings can help a lot to control them. As always, experiment to get a look you like.
